Did he mention Sam? No? I was under the impression the Admiral brought Tobias here to reform him. But does kidnapping and torturing a warden constitute reformation? Does it?

Has anyone actively tried to reform him? I mean, I was under the impression that Wardens were brought to the Barge to help rehabilitate the Inmates. Has he been given psychiatric treatment or anything?
